I think verycd.com is the best one, they have hundreds of thousands of files so far.
There also hosted in China and on the verge of being taken down by their own government too :(

How about not, since they stole the site from Toby/Dome, how do I know? I was a mod on that site when it was Pleasuredome101,DurnkenDonkey and then we were forced offline/busted...he let them run the site at a different server and basically stole it, so I hope no one visits that link...
