I'd say Leaseweb, but I've heard that BREIN has been forcing them to close some trackers, so yeah.
I'd also go with 4GB ram.

anyhow, your coder should be able to address you to the hardware needed... hosts... better is to go east.... (malaysia..?)

no good having a safe tracker if your pages take minutes to load and no one comes back. especially a new tracker.

Sweden is fine atm
Malyasia is fine atm
Not many other places are though unfortunately, or they will be fine, but connection will be dire to Europe and North America. (and bw really expensive)

Maybe this only affects peers and not the hosts of the tracker but it'd be safer to not be there because things don't look good for Swedish pirates at the moment.
go for your top host. he should have enough speed for a medium/small tracker i think? and if speed really becomes a problem. you might be able to use some kind of caching solution(a squid proxy in hmmm USA that caches your site's most viewed pages...etc etc... so the public will access the USA site most of the time for browsing at stuff..)
