blackcats and SPU can fill as many requests as they like as well as uploaders and staff obviously.
RevTT has the nicest request section as far as i know

Almost all E-learning tracker have Request section on forums.
Super Power User:
Must achieve a global ratio at or above 2.05, have uploaded more than 100GB, be registered for at least 12 weeks, have at least 15 completed torrents in their history, and have 5 Hit and Run points or less. Promotion is automatic. Don't ask Staff to do it. When a Super Power User, if their ratio ever drops below 1.95 or they accumulate more than 5 Hit and Run points, they will automatically be demoted back to Power User status, and they must raise their ratio back or remove their Hit and Runs by seeding in order to be promoted again.

blackcats is okay...if its something really rare u may not find it (been trying to find deimos rising...but i found my key that i bought long time ago)
well we can only do so much, we have the request section, we have 4,700 member that can fill them, if they do not have them, then not a lot we can do about it.
We may be allowing PU and even User to fill some requests soon though, so that might help, and also default sorting by last vote has seemed to work wonders as well.
I looked the other day and there was 75 filled, i have never seen that in my life before lol

So hopefully we will see a lot of requests being made, and even more being filled, it has been at about 700-900 requests for awhile, so lets see those come tumbling down.
PS: I am putting it here, because if you cant beat them, might as well join them. (its on our news page and forums, but no one will read it lol)
Both What and Waffles have a nice request system. I know What costs 100mb per request, I don't think Waffles costs anything.
so just to satisfy my curiosity more than anything here lol
why is Revtt`s request section so good?
Never made a request anywhere else so i can't say for sure.

I just thought they may have done something different that no other tracker has thought of (including me) so was just really curious on how it was so much better than everyone elses.
I suppose with ours its specialised, so you may not get a request in a day, as some games are bloody hard to find, RE 1.5 is impossible, only 5 copies ever released, and no one knows where they are. (actually it was so hard to get its been deleted but it did have over 300 votes a few months ago)
but now we have 31,000 members (compared to 4000) that can fill and make requests now, so hopefully it will get better.
It's not just hyped up. Every request I've made there(4 so far) have gotten filled. So they really are pretty good. It's not that their system is so unique, it's that people actually pays attention to it and tries to fill them. That's the first site I go to to make a request if I can't find a file.
Although I was impressed at BCG. I made a request a couple weeks ago(the first one I've ever had to make in my two years there) for a Wii VC game that just could not be found anywhere. And a couple days ago a member pm'd me on the site saying that he actually purchased the game off the virtual console and upped it. I was pretty blown away by that generosity. Not even WiiVCDumps had this game(you know...the group that actually dump the VC & WiiWare games).
Also, BTmusic has a request section. I have no idea how good it is though. I just had to make my first request today.
Another vote for revolution. The requests actually get filled there. TTi and FSC are also good for requests. For music, you have what.cd. T-D also has a request section, but IMO it is not that good.
Also specialized sites such as thvault-thepalace.;)
the best request section ever is by far KG one... even rare vhs requests are often filled ;)
