I would say that Spain has a weird sense of priorities, terrible taste in art and little idea of what a ceiling renovation should cost.
I would also say that your thread title is totally misleading as it wasn't the UN that paid for this but Spain and only a fraction of the cost (absurd as it may be)- $633,000- was actually diverted from foreign aid money.

This, is actually an interesting word that could refer to almost anything. If this, refers to the ceiling, then probably, the complete American delegation were on vacation in Bali, when it occurred, and with all the telphone lines down at the time, this could help explain why it came as a surprise. :unsure:
