i think every power user has 1 invite/month
They give invites when they want to power users and VIP's , I dont think they have a criteria .
its completely random man

i know one of my friend (power user at there) only got an invite with 100 weeks old account(last months) and members getting 2 invite when they donate...
I have a power user of 90+ weeks and I don't have invites
People who are vip users there get invites...
Power users DO get invites but it's random. Some people say you have to be active.. Some people believe u need to have super awesome ratio but nobody exactly knows.. The official stand of TL staff is "They are given out randomly to PU"
you are lucky you are not banned, just because you are israeli.
TL doesn't have the best relationship with people from israel, due to the huge amount of cheaters at the tracker.
+1 on what Cabalo said, they randomly ban israeli users with good ratio/buffer just because they suspect them for cheating.
i had my acc banned there for more then 4-5 times, jerks.
They actually took away my invites when I let me VIP status slip.
I don't very much feel like getting it again now as it seems a little bit like blackmail.
If your current status is PU, then I would consider that wrong as well, but if you became a user (less than 1.0), then I don't really see anything wrong with that.
I got a invite before I became a power user (don't start the bashing :p which I can use, only if I'm a power user) after that I got a invite after a month.

do TL ever take away invites or do you keep them until you use them?
I've always kept them until I used them. I actually just sent one, and I probably had it for five or six months.
I've always been only a pu(won't pay for VIP status, especially from TL, that site makes enough cash as it is), and I get them at random. Usually, after I've always sent one, I would receive one maybe a week or two later. So it is completely random.
I uploaded over 1TB within first 4 weeks then got an invite then never saw another one ever since.
never donated there.
I got 2 invites after I became PU, but thats about 100weeks ago now.
But now they give them away when they want, when they think more user should join their tracker.

I really don't think it has anything to do with the amount of activity you have. I've been there almost two years, and have downloaded under 50GB(really only use the site for getting files that other trackers don't have, I don't feel too comfortable downloading from there since so many members there have gotten letters from their ISP for downloading from the site), and have only posted maybe a total of three times in the forums. I do log in everyday though and comment on everything I grab.
But still, I'm not the most active on the tracker. So randomness is the only thing that the invites there go by I think.
there is no real rule.
PU used to get upto 4 invites every sunday, but that was a while ago.
im a PU there and for the past 4-5 months ive been getting one every month.

Vipz gets 4 invites/month
Im VIP in TL, and every month i have 4 invites. If u know a friend is PowerUser there, he can invite you ;)
