Most 0 Day Trackers! STC,BrokenStones. I hear are good sites. Not really sure as i am not a member of either.
Gfxnews, really more a forum but good for CG,Web Design related content.
TL has a good selection of apps.
For apps just use warez boards! I always find what I want there. Warez-BB is simply amazing for apps.

Very very rare I have used trackers to search for software, I come to tracker as a last alternative. You can find almost any software on warez forums, forums like forumw, warez-bb & otherz.

bitsoup is really good for apps as is scc and tl.
appzunivers , GFT , SCC
TL and TTi have both great packs and software
there is no best tracker for app
every tracker concerned with kind of app
i get app from general trackers or by http downloads :D
