I'm not into ScT, but there are two possibilities:
1) It's unavailable to invite new members.
2) ScT is going to increase user limit. w00t!
Invites are still available here.
NOTE: im not also into ScT!! :s

The amount of users has been hovering around 19990 for weeks, as users are deleted/disabled all the time. The system prunes accounts with bad ratios, so there's really no need for staff to monitor the amount of accounts.
Sometimes we'll delete hit'n'runner accounts that haven't triggered the scripts, but other than that the whole user deletion process is pretty self-sufficient without staff input. :)
