Oh, and people generally won't visit a site if someone has only joined the board to promote their site. Established members who talk about other things are more likely to be noticed and paid attention to.

The site seems very low on useful content, plus the layout is not standard throughout.
Most of the pages are poorly formatted, with numerous spelling errors. Not to sound snobby, but this doesn't make a good impression.
The mailto links are a good way to attract spam unless you're using an address encoder scrpt.
And one specific point: wallpapers should be in a 4:3 ratio. There's no point in having a wallpaper that's taller than it is wide - it won't look good on your desktop.

That's a bit harsh in my opinion, considering he's only 13, i'll give you some props. I'll start with a bit of constructive critisism first.
Use a free webhost that doesn't have banners, it makes the best of sites look tacky.
Drop the marquees at the top of the page, don't make it look very professional.
Drop the status bar javascript, which says 'welcome to stuff in the house', again it makes the site look tacky.
You seem to have a formatting problem, where you go over links it changes size, use a standard font throughout (standard i mean, if your going to use a certain font, make it default (consistent throughout).
You need a logo ;)
Instead of when clicking a link (your using _blank for a new window to open), a new window comes up, use _self so that it loads within the current window, unless your linking to an external site for example www.unlocked-networks.com
The layout is not consistent
Before making a site, try to figure out who your target audience are. :)
