Who actually decides what's classified as a word? Is it that if a new word becomes more and more used it can then be classified as a word. Or does a person/department decide?

u is used alot in txt msgs cus u only get a short amount of space. used on boards if u cant be arsed to type alot and u abrieviate (spelling) who cares if its a word or not its a letter!
