i think you have to been registered here for 14 or 15 days and so many posts before its enabled.
Normal wait time is 15 days but I think that the probationary period is extended to 30 days for basic illiteracy and further increased to 60 days for anyone who uses OMG in a sentence.
Isn't there a big box at the top of all pages (visible to "n00b" users) explaining the minimum requirements to send PMs? :unsure:
