Just wait for open signups once it's back up...
I would guess that either he already has an account there and wishes to obtain another for some sort of nefarious gain or else he's too afraid of getting caught for past transgressions if he ever tried signing up legitimately .

also i opens the sign up page every now and then but i didn't have the chance to make it
Keep on checking, because you can't really get in via trading. There are no invites and accounts get disabled for country changes.
