Have you tried nitro pro 10 ?
I use Nitro Pro 11 and it did not like jpg.

You have to search for some other application then .
I'm sure I used a site before (an online tool I mean) that stitched so many files together. What are the jpegs for? If it's a graphic novel or manga or something you could just zip them and change the filename to .cbz or rar them and make it .cbr and then they'll open in Sumatrapdf or Moonreader etc
The websites that will create a .pdf from multiple jpg(s) have restrictions. The .jpg(s) are from a .cbr I downloaded a couple of nights ago. I was trying to convert the .cbr to .pdf with Calibre, but was having issues. After spending some time in the Calibre forum, I was able to figure things out last night.

Late to the party, but why not just paste the jpgs into a Word document and then print to PDF?
Sure. At least the 64-bit version (based on first-hand experience/knowledge).
Just read about a software called BullZip , Maybe it can do what you are looking for :)
It's a very simple script if you have access to a mac since they can write to PDF natively. I could write it up reakky quickly if needed but imagine that there is tons of examples on the net.

I like Adobe Acrobat for this task. It has a batch convert option so you can import all your JPGs, change it to any order you want, then make the PDF. I do it a lot for when I have to scan different things and send them out.
I use the Adobe Acrobat from my CS6 Master Collection install on both my Windows and Mac.
I'll have to try Acrobat next time.
