Hmm of 2003 i think this game was made in 2002 but i would have to say
Zelda - The Wind Maker on Gamecube No.2 to game on my list

max payne 2 - i didnt find 2003 to consist of many "top" games but it was an innovative year 4 graphics and game engines and max payne proves that, i find it so fun too :P
i wish zelda wasnt nintendos, wind waker prob is a madd good game but i hate ngc <_<
