im on a budget so dont say anything that will kill the bank!

A nice chinese restaurant sounds like a good call, I suggest you check she likes chinese food first though.
You could go to the movies (girly movie mandatory I'm afraid). Sharing a big tub of ice cream or pop corn and holding hands in the dark can make for a pleasant evening. :)
a cave, a haunted house, an abattoir - she might not enjoy it, but that's not what Valentine's Day is about, is it?
Meh, show her how much the equal rights movement has come along and don't book anything at all, if she's upset then be equally miffed that she hadn't booked anything.
Alternatively take her to the theatre. I have never met a woman who isn't totally up for anything you suggest after a night spent watching someone ponce about on a stage. Weird but true :blink:
