I've been trying to find the same. There are torrent communities in most countries, it's just a problem finding them, since almost all the big trackers revolve around English. There is a "brasilshare" torrent tracker in Brazil, which I've been trying to get an invite to for ages, coz the wife wants to see some programs in her home language. I found it on google - try a google advanced search for torrent with the domain .(country)
You can also search the big trackers for sub packs for dvds
