docs it's open for free signup atm and also the invite system it's disabled. anyway it seems that now has a downtime.

if the signup page doesn't work for you than it's because you are filtered by the site (on your ip range there are some registered users with low ratio or because of your isp or maybe others previous problems..) - that's from their forums.

edit: Also if you are trying to connect to proeditor.51.net you'll get this message:
