I woudn't bother with a cartoon (or comic) dedicated tracker, they often end up falling apart. Use demonoid instead.
BitmeTv has got loads of cartoons as far as I know.
cartoonchaos also decent.
BitmeTV is pretty decent, TL also has some packs for animes and other cartoons, I've managed to find most of what I wanted there.
A good site for anime is http://www.dattebayo.com/, they make some of the best subs (but public bt).
