I'll second godaddy.com as the best place to register domain names, they are accredited, popular, and cheap !
www.freewebspace.net and do an advanced search for the host you're looking for. I got my free hosting from www.broadiecarpark.com, but there are many rules and com\nditions for getting hosting there.
