no it's the other way around. he's probably written them wrong; it should be 1 mB/s or 8 mb/s (imho)

One kilobyte (KB) is equal to eight kilobits (Kb). Note the difference between the b and B. One megabyte (MB) is equal to 8 megabits (Mb).
So for example,
If I have a 1.1 megabit (Mb/s) connection I can download a 4.3 gigabyte (GB) dvdr in about 8 h 41 min
If I have a 1.1 megabyte (MB/s) connection I can download a 4.3 gigabyte (GB) dvdr in about 1 h 5 min
again,
If I have a 650 kilobit (Kb) connection I can download a 700 megabyte (MB) xvid in about 2 h 23 min
If I have a 650 kilobyte (KB) connection I can download a 700 megabyte (MB) xvid in about 18 min

It is megabyte per second. The connection is 10 megabits per second.
