I've used Bannermaker Pro don't know if its the best or not ,its the only one I've ever used :P

or u can try Xara or soemthing like that but photoshop is great
Try BannerFactory, it's pretty easy to use and you can get 'alternate' code for it in astaland :P :rolleyes: !
