How Do I Do This Text Effect/rollover

I need a little help i have included a screen shot 2 explain better...


If u put your mouse cursor over an image u get that little box that says sumthing like in the image below...

I double the alt="text", if that's what you are referring to, techincally that's not a rollover. If you wanna do a rollover, then try searching for a HTML tut, or a rollover wizard, it let's you add two files and write a HTML code for you so you just cut and paste to gain image rollover effect.

It's not an image rollover iam after it like in the image below
