If the distribution of a song or a partial song it's a violation of the artist author rights, then the RIAA is doing something illegal, distributing the screeching mp3, that has parts of the original song, am I wrong?

the riaa own the copyrights of the songs
they can do with their property as they please

cough, cough
The RIAA doesn't own anything.
They represent the companies that do.
I'm sure they have full legal permission to make screechy MP3s.
