according to http://www.poltran.com/ it translates to:
time of browsing it modernize time of browsing automatically
Browse Time: Automatically update browse time
don't know what the fuck this is supposed to do but anyhow, that's what it means
@th0r, next time don't use online translate, because that makes not sense whatsoever
My polish is not very good, but czas is time, automatycznie is automatic(ally), aktualizuj is actual(ly) and i think przegladania has something to do with browsing, but I'm not positive.
Edit: I'm slow.

As for the effect of this function, I believe it automatically updates all the torrents with the "new" tag so that it won't say "new" the next time you view the page.
