actually it was a gift from the french government, not the people. the people wanted to keep it for themselves.
Well, actually it does bear this insignia on it, and the letters are about 2 feet high. And like most manufactured objects, the insignia is placed on the base of it.
So all you have to do is tip her up a little on the pedestal and viola! zere et ez.
