apparently rubbing it with toothpaste on a soft lint-free cloth removes scratches - i've never used it because i manage to keep all my discs clean and in perfect condition
if its just fingerprint than use rubbing alchol and a cottom ball
You could try Game Doctor(its at most video game stores-EB).
i have a skip doctor, and it made my ps game totally unplayable, but im sure the game was almost completely shot anyway  but hell, it was fun turning the handle :-)
Standard window cleaner works just fine.
The only thing to worry about is creating scratches in the plastic. These are easily removed using fine car polish/wax.
It's not rocket science. If the plastic gets too scratched it deflects the laser light and keeps it from achieving/maintaining focus on the substrate/medium.
BTW, it's common knowledge in the repair business(which I'm in) that the Skip Doctor is a complete waste of money.
