Tar doesn't pack at all, it simply makes one file of a bunch of files and/or subdirs. Commonly used on *nix systems and usually then compressed with gzip or bzip (which can only pack one file). You often find files of the format .tgz, .tar.gz or tar.bz f.ex.
btw, someone should move this topic ;)
put in a search in ie for winRAR like winzip but for .tar
