i am after a easy program to make backgrounds. i want to make different textures and colors to suit my needs. Also being able to add a picture to it would be nice also.

photoshop cs2 isn't as hard as you might think and is the best, imo.
Paint.NET is free and available here. It's supposed to be very similar to photoshop and easy like paint is.
