This happened when I got a new graphic card, I have installed the patch 1.1 put that didn’t help. Any suggestions to solve this problem?

And when I press the escape button and then return to the game it's all normal

It's possibly something to do with the game configuration. A fresh install of Vice City might help.
Failing that you could always uninstall your 3d cards drivers then reinstall them again.
