200w will easily run two HDDs.
You will run into trouble if you add a CPU and an optical drive drive though.

what are the system's specs?
if it's a farely new system them no that won't run it.
if it's old (3years+) then it should handle it.

A 200w PSU, while appropriate for a cell phone or even a toaster, is marginal for use in almost any PC.
What system do you have?
I would guess that your power supply is already huffing and puffing under it's current load and the addition of another component might bring it to it's knees.
I'll just have to keep this one for now since my specs really suck. I need to get myself a new comp quick.
