That was a concern during the Obama presidency as well. Obama's JD trended toward passing Bush's JD on crackdowns of growing operations, and they may have exceeded it (it's been a while since I last checked in on that). However, with more states providing legal measures, it becomes a larger burden on resources for the justice department, especially since one of those states is now California. Undertaking that initiative can't be done with as little scrutiny as under Bush and Obama.
