basically I'm getting nailed but good with throttling.

paying extra for a decent connection and getting 10 kbps down and 2 up.(or 1500 down with usenet)

I was thinking of something like relakks, but I can't ever get it to connect, it just times out and refuses to work. would something like your-freedom etc work?

I'm running azureus with encryption and have set it to prefer UDP connections, doesn't seem to be helping much.

I think your instinct of using relakks is probably your best bet. Cant go wrong for like $5/month

free relakks VPN connection rarely works but i guess the 5$ offer must be successful.
whenever people agree with me, i always feel i must be wrong.

I'm confused, I tried signing up for the 1 month trial. How would the trial be different from actually paying?
I don't think I'd be more inclined to pay for a service who's trial period doesn't actually let it work.
I typed in the stuff it told me I needed to do in command line, and have tried several times to get it to connect.

You could also go with: http://www.vpntunnel.co.uk/ (kind of expensive and check bandwidth usage)

    or with an SSH account:

i can vouch for your-freedom, i connect to their servers via https proxy, all data sent/recieved via secure port 443(full SSL encryption) will not be subject to ISP throttling as they prioritise ports 80,8080,443 on the network, this is ISP dependent but the majority of them have this policy

it also allows UDP connection so if your isp has any open udp ports and they have "unmanaged servers" like mine does ;-,,you have "free, uncapped, unshaped internet"
before i get myself into hot water let me stop right here,,lol

    good luck
