Non-swedes are not welcome as new registrations. It is possible to register, but still they aren´t welcome.
Even the topic in the support channel says "Non-swede? Then piss off" or similar.

I think old accounts can be non-sweden, so he just needs a old account

As I said, creating new accounts with non-nordic ip´s is possible, no country is banned from registering.
Old account or not, he will still not be welcome in case he needs support at anytime, nor welcome to write in english in the forum.
Personally, I´d choosen another tracker where I´d been welcome if I were non-nordic.

Swedvdr is a fantastic tracker.....For swedish people!
But for non swedish,,,, There is no point in having it except from that it is ranked as level 8.

And also, BamZow, you are a little wrong there, Israelian and Polish ip's are banned from signup as well
