/proc/net/route error

hi guys , i was wondering i am getting
error:iphlpapi:getNumWithOneHeader Unable to open '/proc/net/route' to count entries!
when running utorrent on newest wine , on old wine it doesn't happen , what could i do to solve this ? it happens both on DEBIAN and UBUNTU , also if i run as root no mistake but i already tried doing permissions 444 and 777 still , so what could i do ?

On Which version of wine this problem occurs?
are you compiling from sources?
if so, where did you got them?
On which os you are running ? (uname -a should be sufficent)

outsystem,
everything above 0.9.25 gives me the error , i tried to installed binarys and both compile the sources from the official wine site
2.6.27.10-grsec-xxxx-grs-ipv4-32,i686 GNU/Linux this is Debian but tried ubuntu aswell , this is kimsufi boxes
