    Open Windows control panel
    Open Administrative Tools
    Open Component Services
On the window that opens make sure that Services(local) is highlighted.
Right click on FTP Publishing Service selecting Properities.
    Change startup type to Automatic.
    Under service status clcik Start.
    Click Apply and then OK.

Go back to Control Panel/ Administrative Tools
    Click Computer Management.
In the window that opens up clcik the plus sign before Services and Applications
The click the plus sign before Internet Information Services
    Click FTP Sites
Default FTP Site apears in the window.
Right click it and select properites
One of the tabs allows you to select the Home Directory when you ftp in.

I edited my original post to correct the mistake. Did you get the FTP service working?

He is talking about configuring the ftp server on the seedbox not configuring the local ftp client, you could use the filezilla server for your seedbox then the filezilla client for your home PC.
