Download it to floppy or CD. Pop it in.
Erase...Everything.
Unplug the HDD. You're done!
What do you want to do with a computer that has no OS?

what do you mean load into bios? the bios isnt a os of any kind, if you want to get to bios just press del at the startup, without any bios you wont get anything except a request to insert a boot disk like the XP CD or a MS-DOS boot disk
BIOS (basic input/output system) is the program a personal computer's microprocessor uses to get the computer system started after you turn it on. It also manages data flow between the computer's operating system and attached devices such as the hard disk, video adapter, keyboard, mouse, and printer. *You CANNOT run the bios as an operating system, since it can only run and configure the computer. It's extremely limited to this only.
To reformat is to completely delete a partition full of data (such as, reformatting the C drive). You can also perform a "wipe" instead which is more powerful than a reformat. It deletes the partition full of data, then writes 0s into it, preventing data recovery in most cases.
What is your goal here? I'm guessing you want to reinstall the operating system, due to a problem? I suggest a reformat, and reinstallation of windows...both can be done from the Windows installation cd.
Are you going to sell the computer? Get a copy of Kill Disk (http://www.killdisk.com/
) and "wipe" the hardrive. That way, your customer can't recovery your personal information.
