I've been having a hard time trying to get on steam. I'm guessing lots of people are downloading it and the network is pretty congested right now.

Believe me, you'll more than likely run it. I have a shit system but i still managed to pull it off with medium-low settings and HDR on at a constant 30fps+

Valve are obviously assholes, a 6600GT is about equivalent to an x800gto 256mb...
a 6600gt costs like $150 on newegg..
x800gto 256mb costs at about $160...
