The upshot of Harper winning? It's rather early to tell...I suppose with the Bloc holding the balance of power he's going to be forced to move more to the centre, and since it's a minority it's unlikely he'll be able to push some of the old Alliance agendas through. NDP gained some seats.
Other than that, I can't really say.

Too early to tell what the alliance will do. While that's possible, and would definitely happen had Harper formed a majority, with it being a minority government, I don't forsee it happening overly much. The Conservatives formed the government, but they don't really have any ideological allies in the Bloc.
From what I've seen on American news about the election results, it doesn't appear as though they really understand that the Canadian conservative is still farther on the left than the American one, and seem to equate the Conservatives with the Republicans.
