take a plastic bag, tie it up to a candle holder, light candle and put in candle holder, hold up bag until it inflates.
Not a hard concept.

Full a balloon with lighter gas,
cover balloon with paper mache, allow to dry.
paint it with ya favorite hot air balloon colours ~ let dry
cut a small hole at the botton, pop the balloon inside, and ignite the gas
should work ok

Papier mache is the way to go.
Just blow up a balloon, cover in papier mache from tissue paper, then pop the balloon, and cut a hole in the bottom.
Use some thin wire to fashion a cradle in which you can support a tea-light at the bottom, under the hole.
Attach the two, light the candle, and hey presto, a hot air balloon. If it's light enough, the heat from the tea-light should be enough for it to fly...?
