    I have found the easiest thing to do is use a program called DVDXCopy. I believe the company that made the program got sued out of existance by the MPAA, but it can still be picked up on most filesharing networks. It does everything, straight from decrypting the original dvd to the burning with one click.

    To convert an AVI to dvd format you could use Nero Vision, WinAVI Video Converter, or a host of other software.
