My school shuts off your internet if you have over 500 connections- first you get a warning, then a 3 day off period, then a week, then it is off permenently. currently it is off for three days, because they say I had 2000 connections on bitcomet. is there any software out there that would allow me to limit my total connections to 500 at a time so that I don't see this again?
Plan for the worst, hope for the best

If you can get it, Zone Alarm Pro will allow you to control all of your connections. (there are others)

And, if you're using bittorrent, changing settings there would also be in order.

Using µTorrent you can also designate the amount of connections you have per torrent. This way you can limit all by how many torrents you have open.

You have to keep in mind, it is extremely easy to see when someone is connecting to either the FastTrack network or Bittorrent, as the network almost instantaneously gets hammered with hundreds of peer connections.
