Can you set up an FTP server if you don't have a static IP?

With Bulletproof FTP you can do this. I'm sure with other clients you can too. It automatically checks for changes in IP addressess every <whatever you designate> minutes. However this would be tough to access your FTP with a dynamic address unless you have a DNS address. I don't know much about these so hopefully someone else can help fill you in.

Yea you can but you would have to keep people updated with your current IP or use DNS.

Instead of using FTP, just use a service like http://www.no-ip.com. You host your own website from your computer and just put some files you want people to download, and it'll virtually be the same as FTP.

www.noip.com was what I was thinking of. This will direct people to your site/FTP without them having to know what your IP changed to.
