error 80040275 on webcam

i reinstalled windows yesturday and im installing my webcam again (dunno the model or anyshit like that but its a SWEEX) im sure i got the right drivers installed cos they match up 2 the 1s on my laptop (which works fine)

anyone know how i can fix this?

also when viewing the webcam (on laptop was same on pc) it shows a perfect picture then changes to be abit blurly/not as good picture how can i get to show perfect?

Possibly enabling/disabling legacy usb in the bios?
