I do believe it is possible. Just like adding color to a black and white movie. I also believe it is possible to increase the quality and resolution of an image. After all, the big pixelation blocks contain the original info, just blurred.

Just take the advice before you embaress yourself, your wrong.
Once the effect has been added, it will have probably done with layers, once the video has been exported to the right format, all the layers will have been flattened, and thus you will not be able to remove pixelation.
As for increasing images to a higher resolution from a lower one, it is probably possible with some high-end $4000 graphics program, but I doubt it will do it very well.
