    What program should i use to convert parts of .mp3 files to .mid files in order to make ringotnes?

    i don't really know, but you might try searching www.downloads.com or some such site.

    Simple answer is that you can't
    There are programs like Melodyne which can detect the pitch of music and then from that raise a midi file. The problem is that this type of program works best on monophinic sound sources. MP3s are obviously polyphonic full tracks so the pitches can't be spilt out.

    The best solution is just to search for midi file that someone else has already made for that particular track.
