WinRAR provides operations for RAR, ZIP, CAB, ARJ, LZH, TAR, GZ, ACE, UUE, BZ2, JAR and ISO (CD image) files

But TARs are more common in Linux

    what have you just downloaded?

im sure winace/winzip will extract the tar file for you.

if it is a tar file it might be a linux application in which case it will not work for windows.

Winzip won't work with .TAR files, not sure about WinAce. Its been a long time since I've seen an Ace'd file.
