You could always use the clone stamp tool, and just clone the upper edge of the leg, and then just keep painting where the missing part is. Then go a couple pixels down from where you just sampled that, and sample again, and then draw in teh same direction, parallel to the clone stamp line you just painted. Just keep doing that until you have the rest of the leg copleted, and then use the heal brush or blur until it looks like a real leg. Thats what I usually do when things are missing.
