Its a part of a norton application such as antivirus, firewall ect. To get rid of it you gotta uninstall what ever norton application(s) you have, but you dont have to go that far. Download and install this reg file http://www.kellys-korner-xp.com/regs_edits/shutdown.reg (Right Click Save-As) it will autoend the ccApp and any other tasks that dont respond on shutdown so your comp shuts down with ease.

Will running that file screw up Norton Antivirus/Internet security at all?

Don't use Norton Antivirus... try Symantec Antivirus Corporation ... run better.

Hmm! I'll have to try that registry tweak. CcApp from Norton System Works 2006 is annoying when shutting down.

Not specific to Norton but useful nonetheless.
I actually cut his recommended settings by half (i.e., 4000 to 2000) with no ill effects.

Oh, get rid of Norton, too.
    It's junk.
