First place:
Sleeper Cell
Ultra realistic portrayal of terrorism, counter terrorism and different cultures. After watching this 24 feels like a cartoon. Beautiful photography and sound. Continuous plot, no fillers, no endless milking with dropping quality season after season: only 18 episodes, quits while ahead. (Bonus point for no hollywood ending
)
Second place:
The Shield
Again realistic touch, gets better and better with every episode and season. Really shines where series usually don't: in acting. During the money train gig Shane looked so scared, that I was sure someone was actually pointing a loaded gun at him while filming at the studio. Forest Whitaker is amazing as the internal affairs guy.
Other good stuff:
Battlestar Galactica - The best scifi show, could use more written beforehand script and plot ala B5 and less fillers. Still, when it's good, it's good.
The Office US - Really funny stuff.
South Park - Every now and then there's an episode that makes you laugh out loud.
Rome - Quality stuff but somehow the subject doesn't grip me that much. Oddly got more interesting in the second season after Caesar was dead.
24 - Was good for a couple of seasons, nowadays I can barely watch trough it. Nothing new in last seasons and lately they're really out of ideas IMHO.
Prison Break - The original planned 13 episodes were a real thrill, downhill ever since.
The Unit - Ok stuff all the way, but lacks continuous plot to make it more interesting.
Lost - Could be good if there was a real scifi story behind it, but I guess it's clear at this point that like in X-Files there is no real plot even if it seemed so in the beginning. Too often they run out of ideas and just introduce another pointless character or other boring filler episode.

HBO series are pretty much it for me...
Oz, Deadwood, Sopranos, The Wire, Entourage, Big Love, Six Feet Under, Rome...
With HBO you just can't go wrong. All are pretty much 100% quality shows. Enjoyment, no less.
Oh, forgot Battlestar Galactica. Rocks too
