How Do I Display A Picture?

I have a picture in my c drive, I would like to use it as my avatar or put it in my sig. How do I do that. To date I have only figured out how to get pictures which have a web link.

Also, how do I get that sign. hypertext to display as the picture, rather than having people click on it?
