You are using an older version of Nero, try and find the newest which is 5.5.15.28 I belive. Overburning is rarely necessary. In fact, I've only had to do it once, after all these years.
Movies are burned to CD-R based on the length in minutes, of the movie, not the MB. This is the same for every CD-R on the market. B)

VCD or SVCD format, is related to minutes, not file size. The film you are referring to is probably a divx film, which is why it fits on your 700 mb disk. However, only your computer will play it. If its divx, you just burn it as data. Then it wouldn't matter what file size it was. This has been heavily covered in these forums, and also at dvdrhelp.com
